Li-Ann Bai, fiercely independent in her childhood, joined the Cowled and trained herself to become an assassin. Developing a grudge against Samuel Core and Kara Wong, she was transferred to a Cowl Outpost within the Arctic Circle where she studied tracking and edged-weapons combat.

Background

Li-Ann Bai was a victim of child abuse in western North Korea. She attempted to escape home at the age of ten, encountering Cowled operatives in a nearby village who swiftly abducted her. Nursed to health at a Cowl outpost, operatives noted Li-Ann’s fierce and independent temperament and elected to bring her to the Cowled City for proper training and redirection.

Training with the Asian Division of the Cowled, Li-Ann quickly surpassed her peers, earning her respect and extra attention from her instructors. Given her tenacity, Li-Ann was often paired with fellow student Kara Wong, the intention of which was that Kara’s calmness might rub off on her. Teachers eventually discovered, however, that Li-Ann performed best when paired with Samuel Core of the American Division, who took a more pragmatic approach to most situations and taught Li-Ann to channel her aggression instead of fighting it.

Early on in adolescence, Li-Ann developed a crush on Samuel, feelings which he unfortunately didn’t reciprocate. When it was discovered that Samuel and Kara had been sleeping together, Li-Ann attempted to murder her competitor out of spite. Failing in the attempt, Li-Ann was transferred from the Cowled City to Cowl Outpost Is-Fald in Greenland. There, isolated from most civilization, Li-Ann was personally tutored by Instructor Veidimador, an agent known for his tracking abilities and patience. Veidimador graduated Li-Ann without a Blitz ceremony, granting her the requested codename Arctica.

After scant work around the globe, Arcitca followed former friend Peter Stork to the eastern seaboard of the United States where she worked as a freelance enforcer for the Nitro Syndicate. It was here a chance meeting with Samuel Core and Kara Wong (now under the operative names “Blitz” and “Katana”) reignited her long-buried rage. Li-Ann set about a personal vendetta against the two comrades, vowing only to forsake her blades once the both of them rested dead.
