Hidden somewhere in the Middle East is the secret City of Cowl. This paradise place is home to C.O.W.L., a self established government and state. The city has hid itself from the world for centuries, masking its very existence to protect its ideals.
Members of C.O.W.L. are all over the globe. Some live normal lives, others are assassins, but most are out looking for recruits. These recruits are usually children, younglings that can be easily taught and reprogrammed. Recruits are brought into the city, but never find out where it is. They’re trained, in body and mind, for the sole purpose of protecting and controlling the world. C.O.W.L. is a secret empire.
Most new recruits are trained for ten years before being released. But they must earn their freedom and rite of passage in the trials called the Blitz. Each test focuses on the participant’s weaknesses, and pushes them to their limits. Some don’t pass. Some do pass the Blitz and choose to stay within the city, but allowed to leave at any time. But none are allowed to dismiss the test; all must face it eventually.
C.O.W.L.’s mission, along with protecting and occasionally seizing power over the planet, is to keep it in check. When a country or group secures too much power, C.O.W.L. eliminates it. Because of this, some say that they caused the terror of 9/11. C.O.W.L. has even attacked the world’s powers in the past to “save” the planet. This often results in dozens or hundreds of C.O.W.L. graduates murdering or assassinating people of power. No one knows what their last attack of this sort was, but it happened long ago, and has since faded into obscurity.
C.O.W.L. is everywhere, and they seem in control, but the rise of heroes caused the fall of such power. C.O.W.L. is still strong, but their grasp on the world has lessened, and those who know of its existence are afraid that they will do something drastic to reclaim their throne on the world.
