Background

One of the earliest if not the first loyalist to S.K.U.L.L., Decker (also known as Cranium among his colleagues) took charge of the tactical and research divisions of his organization. He excelled at field operations and business dealings among fellow syndicate leaders like Nitrovar.

Not long after S.K.U.L.L began more extreme procedures, Decker’s loyalty was pushed past its limits when he volunteered his own son for S.K.U.L.L.’s first large-scale experiment, Project Ground Zero. The experiment proved unsuccessful, and Decker was forced to terminate his son and all evidence of his existence. Ground Zero’s predecessor, Project Chasm, would later be responsible for Decker’s personal enhancements.

Decker became an even more effective killer, with a sharpened and calculating mind capable of extreme memorization and calmness. After proving his physical and mental prowess in the wake of his enhancement, Decker was rewarded with a specially designed battle suit. The suit, largely bulletproof, included scabbards and holsters for a variety of weapons.

When the A.R.C.H.E.R.S. Association began hunting radical parties, S.K.U.L.L. was at the top of their hit list. Decker personally engaged Archer on several occasions and is credited with preserving most of S.K.U.L.L.’s infrastructure when he sacrificed District 04 and cut off all connections between the base and the organization at large.

Captain Decker would go on to plan and engage in multiple turf wars and skirmishes against A.R.C.H.E.R.S. and other like factions. He would come to regard heroes like Psycho and Archer as nemeses, both admiring and despising them. He was founding member of the Blue Market, which helped secure S.K.U.L.L. and himself weapons and medical equipment to continue their experimentations. Decker proved to be a deadly adversary with no limits. No morals. No restrictions. No losses.
